Levee Fee Billing Dates Back

​​The levee fee is an annual fee that is imposed on all improved residential, commercial, industrial and tax-exempt (CIT) properties that are located within the Susquehanna River floodplain as defined by the 1972 Tropical Storm Agnes flood event.  It is these properties that directly receive the services provided by the Luzerne County Flood Protection Authority.  From 2009 to 2016, the annual levee fee bills were issued to property owners by October 1 of each calendar year.  The issuance of the levee fee billings were revised so that anticipated revenue are in line with forecasted expenditures as follows:​

  • In 2018 levee fee billings were issued on April 1, 2018 with payments due by June 1, 2018 before delinquent charges began to be applied. ​
  • ​In 2019 levee fee billings were issued on April 1, 2019 with payments due by June 1, 2019  before delinquent charges begin to be applied.
  • ​In 2020 levee fee billings were issued on April 1, 2020 with payments due by   June 1, 2020 before delinquent charges begin to be applied. Due to the current COVID-19 public health crisis the Luzerne County Flood Protection Authority has extended the grace period where the annual bill can be paid at face value from June 1 to August 1.  After August 1, a 10% late fee payment will be applied to all 2020 delinquent accounts.  After December 31, all 2020 delinquent accounts will be turned over to Portnoff Law Associates for further collection efforts.​
  • ​The 2021 levee fee bills are issued on April 1, 2021 and due by June 1, 2021 before delinquent charges begin to be applied.
